Recent events in England underscore that America’s public universities aren’t alone in facing budget crises and the prospect of reduced government support. Last month a blue-ribbon commission—led by Lord Browne of Madingley, a former chief executive at BP—and the new coalition government, in its austerity budget, both proposed a rapid acceleration of market-based policies for higher-education financing first put in place a half decade ago.
